[Since the memories are gone, she only has memories of her time when she had them, yet not the content. The presumed attachment was gone, but, she had shared something with this person, and that in and of itself was important. Yet, perhaps that kind of reasoning was generic. She decided to share her reasons of concern, rather than address the no doubt unspoken issue at hand.]
It's quite cruel to do something like that, memories are important, and are the only things that a person has that define them. If you were to take all the memories of someone away, they would be dead in the soul. To insert crafted memories would be to change who they were.
Souls and the memories that make up a person, are very important. To alter memories in such a way is very worrying.
"I agree. I am incredibly disturbed that the town has this level of... subtle capability. For it wasn't a gross manipulation. Just one incident in a life full of things...
I think the most important question is, why?"
[he also doesn't address the other issues. Best not to think about it.]
Though unsettling, it is not at all surprising. Such a thing is rather simple to do when you have the ability, and considering what those in charge here can do, this is a rather simple thing to do. As for why? A number of things, I would say to make us uncomfortable, to question what is real and what is not.
I wanted to have a clearer idea of how such things work, the more known the easier it is to quickly understand future events. It would be beneficial to share such things, and there is no harm in sharing them. I'm not sure why there should be compensation for it. Perhaps if I were asking for the details and nature of the memories it would make sense to give something, but I am simply looking for a number.
Such rules have little to do with immediate gain, and nothing is lost with sharing such information. I have nothing to offer worth offering for it, and have no intention of being in debt to anyone, especially over something as small as this.
You are right that nothing is free though, but acts of selfishness have the highest price.
