My aunt lives in New York State and she's a guardian for her mother living near DC. They don't have rights based on their location - that's nonsense. But you may have to talk to an attorney who has power in Ohio, and do some legal legwork there. You need to try again talking to him and getting "power of attorney". The courts would tend to favor you if you start action, since you are concerned family. Call the Ohio State Representatives of his area and see how they can help you out about this, too. You need to report and stop these people, if you can. I'm not a lawyer, but their attempts to defraud your father is likely actionable.

Social sevices for the elderly in Ohio have been quite helpful. Someone may have to move to Ohio or move him to Michigan depending on where he would recieve the best benefits deal.Either you or your brother will have to get yourself declared his guardian for medical purposes and get power of attorney over his affairs. I am afraid depending on how much he has in the bank, what insurance coverage he has and whether or not you want to provide at least some of his care yourself and so on you are going to lose a lot of his assets ( ... )
