if that's the video i think it is... i'm not sure i agree.
i don't even drag a dog that is resisting walking on a leash... much less a kid. Even if a dog is resisting a leash and walking there are always other ways to go about it. If it's fearful you get down to what frightens the dog, and work on building it's confidence. If it's a kid you leave the store until the kid can walk on his own or is calm again after a tantrum.
Although I should edit this comment and say I realize you are joking... it's just disturbing to me that there are people out there who thinks it's ok to put a child leash on this kid's neck and drag him without stopping through a store.

Oh and EDIT: Was the kid INDEED being dragged by the *neck*? They claimed it was a "backpack" leash in the video. Most child leashes (they're sold everywhere) don't attach around the neck...usually the wrist or belt loop or whatever...
