Whoever told her that is talking out their ass. I went to college in PA and got my PA certification first, then came back to NJ and completed the paperwork for my NJ cert.

A retired teacher friend of Jeanette told her that - Jeanette gave me attitude because I couldn't possibly know... I have a friend that teaches Special Ed that went to Stroudsburg - wasnt sure it that was different. THANKS for the real answer! (where did you go to school?)

I went to Elizabethtown College in Lancaster.

http://www.nj.gov/njded/educators/license/3steps.htm has some info on licensing.
