Actually fuel consumption is more complex then just keeping revs under 3K. Aero drag, roll resistance, and acceleration are the factors according to the SAE.

Almost always, 50% or more of your fuel is consumed during acceleration, another 20-30% fighting roll resistance and the remaining percentage is to overcome aero drag.

Aero drag really doesnt kick your ass until you start hitting up the 306.
Ex:
40MPH=48% fuel consumed by aero drag, 52% acceleration
55MPH=64% fuel consumed by aero drag 36 to acceleration.
Aero drag increases at the cube of speed.

So in conclusion better gas mileage comes from keeping a "flow" with traffic and not "stop and go" too much.

And drive slower.

Oh, and a tune-up should cost way less than 40 buckaroos.
