Why do I have to deal with sentences like this at work?

Data from the National Center for Educational Statistics (NCES), which found that Latinos enroll in Pre-K at Rates consistantly lower than White and Black Children.There are no typos in that sentence. I mean if you take out the "which" and the comma it actually makes sense, so I can't figure out why the "which" would be in there.

I think I'm going to have to second that- that it's there to annoy you. That, or someone was trying to make up questions for the writing part of the SAT.

Maybe it's a catholic school thing? I'm not kidding. In their handwriting, they wind up capitalizing random letters for no reason, + I know that when my Dad writes anything on the computer it translates through.
