Just a thought, an idea, that is cogitating in my mind, and admittedly, not completely fleshed out yet

Better yet, strip preachers of the ability to perform a legally binding marriage. If what I remember is true, in Europe, couples need to go to City Hall to get married, and then go to the church if necessary to get it blessed.
