Basically, you have been drafted to fight in a civil war on an alternate universe Earth for whatever possible skill, or powers, or wonderful potential entertainment value for the psychos, that you inevitably possess. The people we're fighting for, the Keepers, are actually part of a race of giant energy balls from outer space called the Entropi, who like us humans and want us to continue living. The other Entropi don't like us so much so they've been trying to destroy the human race. Hence you get Econtra, or at least the second version of it since the first was pretty much blown to bits by the Entropi, which is where we are now!

The cuff on your hand is basically the Warden's way of keeping you in line so you don't kill the merchandise or anything. And, of course, it's to protect you as well, fellow dweller of Nippon~♥
