I totally think so. I'm Dutch, so I can totally see the hobbits as little ale-drinking dutch people. Yet... I can see them as little British people as I know a bunch of them too who act like hobbits in numerous ways. I think Tolkien probably just took what he liked out of all of the human race and thus created the hobbit. There are traces of them in all human races, I like to think of myself of having some 'hobbitish' qualities too, ;-)

yeah, i totally i get. in iran, drinking is illegal, but they do enjoy the occasional pipe weed. . .i mean. . .cigarette
