-He does consider him kinda-sorta a friend.
-He is, contrary to Badou's usual rants, actually really helpful and there's no one else Badou would trust to have his back.
-He feels sorry for him.
-He had a really confusing sex dream about him once and spent the next week trying not to look at his dick but failing because those pants are so goddamned tight that he can practically see th eoutline of it.

Seimei and Nisei have such a fucked up little relationship and I love it so much, and I wish we had a Nisei in camp so we could play it out. Basically, Seimei considers Nisei to be on the level that, say, a pet dog would be. Hell, Nisei IS his pet dog. Everything about the way they interact makes this incredibly clear, Seimei is constantly talking down to him, and in the original Japanese, Seimei does speak to him the way one would speak to, or command, a pet. Hell, because Kouga Yun isn't the most subtle mangaka in the world, Seimei even outright says he wants to keep Nisei as a pet as part of his Good End.
I think that it's also interesting that while Seimei is very condescending and convinced of his inherent superiority to "animals" like Nisei, they are actually very similar as people. Nisei is as much of a sociopath as Seimei is, or at least manages to play the part well, insisting that he's never felt love, and getting a little too excited at the thought of violence. Basically... he thinks Brook is amusing, but he hasn't given him much thought beyond "Hm, this is a talking skeleton who seems to be a friend of Kitten, and that is very interesting, especially the skeleton part." ...see, Godot's natural assumption is that Brook probably wants to bang Mia, because who wouldn't want her? Everyone wants her. She is amazing. So yes, his default assumption is that even the talking skeleton with the afro is interested in Mia, but he is definitely not going to let that happen, amigo.

Brook thinks that he has avery attractive personality, and people being charmed by his oddball outlook on life? He's fine with that, he damn well EXPECTS them to be! Who would't like loveable Brook?
But attracted to him physically? I think that would make Brook feel a little uncomfortable. Because... Brook has basically given up on sex. He knows he's never going to sleep with a woman ever again, and is at a bittersweet peace with that fact. So if he ever met someone who was BOTH personally and physically attracted to him it would kind of throw him off a little... because really, he's a skeleton, what has the poor girl been through that makes her attracted to something like HIM?
Unless of course, she's just kinky in a bad way. To which Brook says that while he is an openminded fellow, there are some places gentlemen just doesn't go.
