What makes them special? He himself isn't magical but he's been around a slayer and lately about a hundred 24/7 and he's best friends with a witch so he wouldn't be surprised if he tripped a few he's more than a normal guy bells.
How will the Cat notice it? I think, for Xander, there's more of a feeling/aura deal. He's been affected by and used magic before. Not always with great (but definitely hilarious) consequences!
Any other information? Notice anything. Mostly Xander's going to be, "...but, you're a cat." He has no qualms or things to hide. Only his emotions and past but his past is less magic and more broken home-ish.

What makes them special? There's nothing magical about Lulu Bell, exactly, but she can shift forms and... well, that's really the only relevant thing.
How will the Cat notice it? Lulu Bell enjoys lurking about in the form of a cat. The Cat, should she see Lulu Bell as a cat, might notice that she doesn't smell like a cat or, really, have anything cat-like about her other than her form. (The white stigma on her forehead is a bit of a giveaway, too.)
Any other information? Anything goes. Lulu Bell is rather cat-like even as a human and isn't particularly worried about concealing her powers.

What makes them special? He's primarily earth-aligned (with earth magic to match), although he's also capable of using the darkness.
How will the Cat notice it? He tends not to actual use his earth magic outside of combat or needing to fix things, but he uses the darkness to get around with - and the portals are fairly obvious. Other than that, it'll probably be just a feeling/aura sort of thing.
Any other information? I don't know if it would ping on her radar, but Lexaeus is missing his (metaphorical) heart and as a result can't feel emotions. It would most likely read as him missing part of his soul, I think.

What makes them special? His element, canonically speaking, is 'nothingness'. Which is rather vague and unhelpful, but he uses it generally to do things like make lightning or shields or his weapons. He also wields the power of the darkness. There's also some stuff that spoilertastic from the upcoming game, but I'm not sure how you are with spoilers?
How will the Cat notice it? He uses the darkness to get around with, and I wouldn't be surprised in the least if she got a rather unpleasant feeling from being around him.
Any other information? Like Lexaeus, he's also missing his heart.
