The Kingdom Of Loathing is my specialty!

You need:
1 cog
1 sprocket
1 spring
1 Empty Meat Tank
1 "Tires"
1 "Sweet Rims" (from the Hermit)
5 Meat Pastes
1 Meat Stack

Combine Meat Stack and Empty Meat Tank.
Combine Tires with Sweet Rims to get Dope Wheels.
Combine a spring and a sprocket, then combine that with a cog for the Cog And Sprocket Assembly.
Combine Full Meat Tank with Cog And Sprocket Assembly, and get a Meat Engine.
Combine Meat Engine with Dope Wheels to get a Bitchin' Meatcar.

...Then go back to the Council, and they'll let you visit the shore.
