1.
start out with your base. crop, sharpen, etc.
2.
duplicate your base and set it to screen, 56%
3.
make a new color balance layer. midtones: -10, 0, +10
4.
make a new fill layer with #070D45. set it to exclusion, 75%
(you could also stop here. i think it looks pretty good just like that.)
5.
make a new fill layer with #4299FE. set it to soft light, 50%
6.
make a new fill layer with #F4F8F2. set it to multiply, 54%
7.
duplicate your base and drag it to the top. set it to soft light, 30%
