hmm, well i do it the simple way so mine are really basic.
first you need a photo editing program -- i use gimp because it's free. you can make gifs from videos on youtube using gifsoup.com, save them to your computer then open them with the program. it'll open and show you just the top layer, and you'll want to view all the layers. you'll have to scale them to 100 and delete the layers for the parts of the gif you don't want, and you can only have about 4 or 5 layers for the animation (other people could probably tell you how to do longer animated icons) to be 40kb or less. make sure that when you save it, you click "save as animation" and set it to "infinite loop"
