What is this?

So I on my forearm I have this tiny little bump the size of a pea that  I can feel under my skin.  It's a little tender when I touch it but I can't see a bump just feel it.  Anyone have any idea what this is?  I just noticed it.

Could be an ingrown hair or a cyst. (I've had a couple infected ones.) Then again the cysts where raised above the skin.
