Yup, that slight delay can be a little disturbing. I have one as the primary basement light. It's okay if I turn on the light and then open the door, but doing things in the opposite order gives me that extra delay.

Many compact fluorescent lights also do this thing where they start out dimmer than normal and take a while to get up to full brightness. Between that, the delay to start up, and the way the manufacturers shave a few extra watts off the rating so that even at full brightness, they're not really as bright as the incandescents they'll supposedly replace, I think it's no wonder they aren't more popular. I think instead of having advertising campaigns trying to get people to switch to a frankly inferior product, there should be some tax dollars spent on figuring out how to make the energy-efficient bulbs really work, dammit.

Yes, I have a number of compact fluorescent lights. The ones in the hallways seem to come on nice and quickly, but the ones in the kitchen have a noticable delay before reaching full brightness. It's a little annoying.
