First, like usual, you are going to need to find a base to work with. Mine was made bybleedintorain. Next, you can start making adjustments. I sharpened mine once and duplicated the base once and set it to Soft Light 100%.

Next I made a Hue/Saturation layer with these settings, depending on your image.
Saturation: +40

Next I made a new color fill with #000625. I set it to Exclusion 100%.

I made another color fill layer, this time with #260d00. I set it to Exclusion 100%.

Next, I made a color fill layer with #0d0021. Set it to Exclusion 100%.

Now I added a Selective Color layer with these settings.
Reds: -100, +100, +100, -60

Now I made a Color Balance layer with these settings.
Midtones: +50, -20, -50
Set this layer to Soft Light 100%!

Make a Brightness/Contrast layer with these settings, depending on your image.
Brightness: +20

Now make a Hue/Saturation layer on Reds! Use these settings or change them, depending on your image.
Saturation: +30

Lastly, make another color fill layer with #281700. Set it to Exclusion 100%.
You're done!

If you don't have Photoshop, you can skip the Selective Color layer and you'll come out with THIS.
