Personality:
Otacon can be described in three words; eccentric, nerdy and altruistic. He has little quirks that come out depending on how he's feeling in that moment. At times, he can be incredibly head-strong and commanding, such as offering advice and guiding Snake through missions, but if he is confused, embarrassed or feeling awkward, he has a tendency to stutter and adjust his glasses or fiddles with other objects in his vicinity.
Never the less, his enthusiasm for technology, computers and engineering is probably his most obvious trait. He loves his field of work and is keen to go fourth to expand on his knowledge of creating technology and can get quite excitable when professing his passion for computers. Not only is he good at what he does - he KNOWS he's good. He works hard and it pays off, and without him, Philanthropy could never work as he provides the brains, research and intel for Snake and their missions.
Being passionate about his work may stem from his original love of anime (Japanese animation) and the Japanese culture. He was so adorned by mecha anime that the robots in the animation became his inspiration for REX - much to his dismay now. He is a glorified version of an 'otaku', meaning he embraces the benefits of being an awkward individual, even despite having complex family and personality issues. He generally remains alone, and doesn't seem to open up his true self to others unless he grows close to them (for example, the way he interacts and fawns over Wolf is entirely different to Snake. While he believes they are both heroes, he holds Wolf on a pedestal and refuses to see her flaws. Unlike Snake. He sees Snake's flaws and often gets snappy and impatient with him, which may be due to the fact he feels close enough to Snake to be himself.)
While he can be aloof when taking into consideration Snake's feelings, he does have a huge heart and he cares undoubtably for his friend. It's likely that, despite being close to the group of people he worked with on REX, Snake is his first best friend. He has never had someone like Snake in his life, and his heroic image stems from being rescued by him on Shadow Moses. The two have a uniquely strong bond and Otacon would do anything for his friend.
Backstory:
Hal Emmerich is the son of Huey Emmerich (who belonged to the field of engineering and robotics; a career path Hal would mirror at a later time in his life). Hal's mother died when he was a child. But , his father had re-married a British woman named Julie who filled not only the position of mother-figure, but also introduced Hal to the joy of a sibling; his step sister, Emma, to whom he was incredibly close with during their childhood. However, due to Huey's dedication to his work, he neglected his marriage which provoked Julie into having an affair with Hal by seducing him. Unfortunately, Huey found out and proceeded to commit suicide by drowning himself in the family pool. He attempted to drown Emma with him, but she survived.
After the tragic loss of his father, and his inner turmoil to his unlawful actions, Hal left his home and indulged in privately educating himself. He gained a PhD at a young age from the Massachusetts Institute of Technology along with Bachelor's and Master's Degrees from Princeton University. With his seemingly adept smarts, the FBI cottoned on to his genius and hired him to work for them as an engineer during his 20s. However, after he was caught hacking their systems, he was banned from returning to work there.
Following into his late 20s and early 30s, Hal was given the chance to work for ArmsTech where he was stationed for many years. He made a group of friends to which were the closest thing to family he had at that time. He also created various pieces of technology including stealth camouflage which went on to be used for the US government. His biggest project was Metal Gear REX (a large mecha robot), where he was designated the position of chief engineer of the project. He believed the project was a dream come true as the robot was similar to the anime series' he enjoyed watching, and hoped it could be use as a deterrent of war. He had no clue of its capacity.
February 2005, his dreams were crushed by the invasion on Shadow Moses island and the terrorist takeover led by Liquid Snake. During this time, he became smitten with one of the terrorists that held him captive, possibly a case of stockholm syndrome. Sniper Wolf, while she was a sniper, Hal believed she was inherently a good person because she had a pack of huskies and allowed him to feed them.
It was also during this time that Hal met Solid Snake, and created the pseudonym of 'Otacon' (Otaku Convention). His life was saved by Snake, who stopped Gray Fox from killing him, and the two remained in contact throughout the entirety of the mission. 'Otacon' helped Snake by using his stealth technology to remain hidden and freed him from his imprisonment. He wanted to assist Snake with taking down REX because of his guilt for creating such a monstrosity, and so the two formed a bond throughout the mission.
As Sniper Wolf was a terrorist, Snake had to kill her. Otacon was distraught by the outcome, but he accepted what happened despite believing that no one should have to die. Especially good people. This was the second death of a woman he love in his life (the first being his mother).
Otacon stayed behind when the island was about to be bombarded from an Air Strike after REX had been destroyed. However, this attack never came to fruition and so he survived. After escaping the island along with Nastasha (a weaponry expert who also assisted Snake in his mission), Otacon created Philanthropy. Two years later, Snake had joined the organization to atone for his sins and prevent any more Metal Gears being created via blueprints Revolver Ocelot (another terrorist who had escaped) had distributed over the Black Market.

Maybe it won't be so bad, he mused, mulling over the thought of living with inhabitants of the gaming world, I mean, it's not like they're real or anything.
Stopping in his tracks, Otacon came into contact with a tree. Naturally, it bore fruit. Peaches to be precise.
"Well that's normal," Otacon strode over to the tree and reached up to snag one of the soft fruits down. In doing so, a small yet heavy pouched bag filled with 100 bells landed on top of his head. The bumbling nerd stumbled back and he rubbed his sore head in dismay, "Ouch!"
Living in this place might not be as easy as he thought.
