I have learnt this the hard way - wallpapering will not hide bad fillering unless it is the chipboard kind.
If you ever spend a night in my spare room you will see where i learnt this lesson.

Make sure there are no 'ridges' on the wall before you paper.

I think highly textured papers of any sort would help alot - and strong patterns will draw your eye away from the areas we put lining paper up on one such wall though and it stuck into every single ridge and dip.

The trick is to get some fine surface filler and fill and sand smooth the bad areas, remembering to use a sanding block so you don't make new dips etc... - if you have a large area that is awful, i had big success with that polycell smooth over stuff.
There is a knack to it that i would be happy to share with you if you give me a bell - but it was a lot less effort than filling and sanding millions of ridges on this wall that had all this old paint on it and crap.

The plasterer that came to do our landing complimented me on how smooth my 'smoothed over' wall was, so i think it works.'

All we are doing is smoothing the joins in platerboard. We've done all the bathroom walls already but it's such a pain filling, wait til dries, sanding,.... repeat!
