Program: PS7

Step 1

Crop the image however you like. Usually I don't crop the image until I'm finished with the coloring but just for tutorial sake I did. Recently I've had a love for center crops.

Step 2

Duplicate the base and set it to Screen 63%

Step 3

Duplicate your screen layer and change the blend setting to Soft Light. Or you could duplicate your base and set it to Soft Light 63%.

Step 4

Next create a Selective Color layer with these settings.

    REDS

Cyan: +100
Magenta: -100
Yellow: -100
Black: -100

    YELLOWS

Cyan: +100
Yellow: -100

    CYANS

Cyan: +100
Magenta: -57

    WHITES

Cyan: +34
Magenta: +4
Yellow: +21
Black: +100

    NEUTRALS

Yellow: +49
Black: -5

Step 4

Create another Selective Color layer.

    REDS

Cyan: -100
Magenta: +100
Yellow: +100
Black: +100

    YELLOWS

Cyan: -100
Yellow: +100

    WHITES
Black: +47

    NEUTRALS

Cyan: +54
Yellow: -33
Black: +9

Step 6

Make a Hue/Saturation layer and make the saturation: +18.

Step 7

I wanted some extra something something to my icon so I took a infamous texture from peoplemachines and set it on Screen 100%. Then duplicated it.

And that's it! :]

The key thing to remember that is not every image uses the same settings. Every setting is different for each image. For example:
