That this boy moved twice within a school year is disastrous in itself-- how will he ever get the evaluation and help he needs? But the issue of "social promotion" also comes up. When a child who lacks the basics keeps advancing in grades, everyone else starts going faster and faster and they get left hopelessly far behind. :(

This boy moved 3 times that I knew of that year (I was the second)...the same was true in kindergarten and first grade. There were at least 2 weeks between each move where he wasn't enrolled in school. It is still the most ridiculous thing I've seen and years later I still think about him.
Retention is another interesting discussion point, although personally I find it more harmful than benefiial.
