I think they're talking about a party in the middle part. They're discussing what food to eat? At the end Italy is describing to Japan that they'll have cake and pasta ^^;;

i know at the end, italy proclaims that next year's x-mas party will be at japan's house making japan nervous, to which germany tells japan not to do it, but japan agrees at the end saying they're welcome next year.

As i can hear, they're about to hold a party at Germany's house and discuss about the food. Germany scolds Italy for singing and eating at the same time, making his room dirty. Italy also ask Germany if they can invite others such as Prussia and Romano too. The next part is like what hoshiko2 and kurai-malik have said.
