There is a mental image you get when you think about the second most powerful person -- and arguably, most powerful man -- in the nation of New York. A young man, cool and collected, with hard, fierce eyes and slicked back hair. A man in a perfectly-fitted pinstripe suit and expensive leather shoes with a watch on his wrist and business cards on his desk, which is as meticulously arranged as the rest of his office. He snaps out orders, does his work with brisk, cold efficiency, gazes out at the city from his tall leather chair with a smirk, and all that know him fear him --
Kenneth Andrews is none of these things.
Russo Luciano is all of them.
He's exactly what you'd expect a mafia boss to look like -- except for the bright red hair and the almost golden-hazel eyes, but everyone has their quirks, no? Constantly in a suit. Always groomed to relative perfection. Calm and cool and casually confident with a subtle hint of viciousness that only grows more obvious the more he talks. And then, there's the fact that he's a lot more creepy than businesslike. This might be because he smiles a lot more than you would think. It's like everything amuses him.
Too bad none of the smiles are ever pleasant.
Personality:
You know how they say that if a person really knew their own id, they'd go insane?
Well, Russo is kind of like one of the chosen few that made that journey through their darkest desires -- and came out unharmed.
Openly sadistic. Violent. Perverted. A liar and a thief and a cheat. Careless of other people's feelings. A total hedonist. Selfish. Arrogant. He's right, you're wrong, he's got no time for your excuses and explanations, off with your head in several creative ways while he watches with a grin full of teeth. He'll go out of his way to fuck up other people's lives, because why the hell not? And besides, watching them squirm is great entertainment.
Because Russo just doesn't care. There is no conscience in there to speak of, no heart except the kind that pumps blood. His life is his and he's going to make the best of it, and if pushing a few people into an oncoming train is what he feels like doing, he'll damn well do it. Of course, it's more fun to stand behind them a few feet from the edge, tell them of his intentions, and watch them panic, but sometimes you have to take what you can get, no?
And Russo wants a lot. In fact, he'd like the whole city as his plaything. And he makes no secret of it, either -- but he makes sure, at the same time, that he's indispensible and the Luce can't simply kill him off, because he knows how people in power get: if he were in their place, he'd be considering the same thing. And strangely enough, there's a portion of the city that supports him and his brother being the next Prima Luces -- the portion that loves places like Project Pandora, the portion that knows the first thing they'd do is make trivial things like physical violence perfectly legal.
Wouldn't that be funny? Russo thinks so.
Most of the city, though, regards him and his brother with a mix of respect and fear. Twisted? Crazy? Maybe, but they're also geniuses of the technical type -- some the things that come out of the Luce's weapon development facilities are awe-inspiring in ways that mere sanity couldn't have invented. And everyone has to admit it -- maybe even grudgingly admire it -- the twins' lifestyle of total hedonism with their complete lack of remorse is something that a lot of them wish they had.
Besides, sometimes? Evil for the sake of evil can just be fun.
History:
- Born to the former Secunda Luce -- before Ken took over. Russo and Azuro; siamese twins joined at the hip. The birth killed their mother, but hey, all that meant was that their father didn't have to get rid of her.
- They weren't supposed to be twins: their father had wanted one son whom he could eventually train to take over his position. And because of the siamese thing, neither could be declared the "firstborn." Russo and Azuro grew up constantly fighting to be better than the other.
- When their father was assassinated before officially appointing one of them to his old position, the brothers split up, each taking half of their father's old followers with them. When they split, each had the other's name tattooed onto his hip where they were once conjoined: an etched-ink promise to kill the other someday and have the stain removed.
- After a few years of deadly but futile sniping back and forth, the twins decided to work together for once -- and working together, obviously, was a lot more effective than working alone. They managed to oust the Quarta and Quinta Luces, ignoring the old Head of Urban Development seat entirely and taking their followers with them along to their new ones: Quarta and Quinta, dual Heads of Military Research -- much more fun.
- The race is on to find a way to kill the other without ending up dead along with him.

Halfway over, and it's going so well.
Oh, he hates the music. He's always hated the music. His tastes don't run classic in anything, much less this. But oh, the concert -- it's going so well. So many people, sitting there, just waiting for the concert to continue.
Russo's waiting too.
And oh, yes, it's one of the nicer feelings the world's got to offer. Anticipation, creeping its way up his spine and down his arms to his fingers that want to clench, unclench, clench again. He drums them quietly on the armrests of his seat, smiling one of his ever present, who-knows-what-that-could-mean smiles.
What the smile means is that he's had the Luce plant bombs, all around the perimeter of the auditorium. What it means is that in ten minutes, there's going to be a massive "terrorist" attack. What it means is that it's going to be glorious, and watching all the little people hating the Penombra for killing their precious little sons and daughters or fathers or friends --
Ehehe. Ehehehe.
"Already halfway through." His tone rings with satisfaction as he turns his gaze away from the stage at the center, smiling to the girl he's coerced into going with him. She just looks more frightened than before, and his smile just gets wider. "It'll all be over so fast, don't you think? I'm going to miss it. ♥"
