It's pretty common in large cities, here in the US as well. It's usually done partially to help pay for the upkeep of the facilities (buying toiletpaper, pay for cleaning, etc), but the main reason is to keep transients from using them as a place to sleep. Sad reality.

you think it would be nicer to let them have a place to sleep...
