Being a vampire is practically synonymous with being possessive. Katherine knows this, Damon knows this, Caroline is starting to see.
Katherine has spent the better part of her life, and unlife, trying to escape the people that wanted to use her, and later kill her for revenge. She had always been a fickle, selfish thing, even as a human, and the Salvatore brothers represented this. They were hers, body and soul, and she saw no need to choose between them. So when they were turned because of her blood after a misguided attempt to save her, she kept an eye on them, no matter how much she'd deny it. She realises that she may have lost Stefen to his hate for her, and Lexi's pretty idealism, but she has forever to get him back, so she lets it be. For now.
With her somewhat dramatic return to Mystic Falls, and Damon siring the whiny blonde one, Katherine is gleeful with the knowledge that Caroline is hers too. Blood of her blood. (Briefly, she muses that that makes her a grandsire and comes to the conclusive decision that if that term is

Sometimes he had this town wrapped around his little finger. Damon always wondered why he always seemed to know everything that was happening within the small cliques and groups, but he didn't mind it. At first he found it annoying. This place was always bringing him back the same way... wounded, confused, angry, hungry. Soon he started to enjoy the power he held over these people. They were like a dysfunctional family to him. Half of the population wanted to get out as quickly as possible; wanted to start an exciting life somewhere else. These people didn't even know about the dangers all around them in "boring" Mystic Falls, and that's what excited him. Most of this population pissed him off, but the small part - the childish part - made him feel like an adult surrounded by hundreds of stupid children.
It was exhilerating. He was their leader and none of them even knew it.
