The effort involved seems to hard for even a single "Supernatural" entity, and looks more like it would of been professionally organized given the scale.

But we have so many Duel Monsters and other beings like them around here... What is the purpose in creating a false one when you could just get the help of one of them?

It's possible.

It's also possible that a powerful entity 'gets off' to weird ways to 'off' humans.

You know, like sick-in-the-head kids find weird ways to destroy toys.
