powers Clare is a "Claymore" - a race of women whose bodies have taken in the blood of monsters (yoma) to give them greater power. Though Clare is only one-quarter yoma (as opposed to the usual one half) she still has increased speed and strength, to the point where she can wield a two-handed sword with one hand. She also has the Claymores' increased stamina, can expel toxins (including alcohol) from her blood and does not require substantial food and drink to live off.
She can also release her "youki", the energy that gives her this strength, and manipulate it in certain ways, though the more youki released, the more monstrous Clare becomes, and if she goes beyond her limits she could "Awaken" and lose all her humanity. Clare has already partially Awakened, whereby she went over her limits but calmed down and retained her mind, making her youki capacity far greater than normal. She now also has a mental block which means she can not deliberately fully awaken even if she was willing to make that sacrifice. As an Offensive type, she can release this energy to heal herself, including reattaching limbs, but it takes effort and concentration and is far more draining than to a Defensive type, who could regenerate flesh whole.
Clare has a variety of techniques she uses her youki for. She can partially Awaken parts of her body (for instance just her arms or legs) by concentrating youki in one areas, to give them incredible speed and strength without losing her whole self. "Quick Sword", where she strikes so fast it is invisible to the naked eye. "Windcutter" and "Flash Wincutter", which are stronger techniques that involve a quickdraw, are more precise, and do not require the use of her youki. She can also very slightly manipulate the youki of other Claymores/yoma.
Her main strength is in her acute sense of youki; Clare can see the flow of the energy, enabling her to predict how those using it are about to attack, as well as identify other Claymores and monsters. To avoid being identified herself, Clare is very good at suppressing her own youki energy to the point where to the senses she seems like a normal human. She can still fight while doing this.
These are all canon powers; I am not giving Clare any non-canon powers.
skills Clare can fight with one large sword, two smaller swords, throwing knives and in unarmed combat. Generally her combat training was militant but she has since had quite a long time "levelgrinding" and gaining in-the-field experience, she's now implied to be far more powerful than any fresh out of the Academy Claymore, and her ranking as the least powerful of them is now obsolete. Clare also has the basic survival skills necessary to feed herself in a fairly arid land.

equipment The large two-handed Claymore sword that these fighters take their names from is Clare's primary weapon, and one she keeps on her at all times. She also has the weird armour/clothing/uniform that Claymores wear. Apart from that, there is nothing physical that she carries with her or needs; everything important to her is a part of her, and as mentioned, she doesn't require much food or drink.
canon history:
When Clare was a little girl, something terrible happened to her. A yoma, one of the terrible monsters that roamed her land, chose her as its plaything. Having possessed the body of a human, it took her with it as it roamed from town to town, killing and eating humans, using her as both a cover and - if the scars covering her young body were any indication - its toy.
But one day a woman named Teresa killed Clare's jailer. Teresa was one of the half-yoma warrior race known as Claymores (or Silver-Eyed Witches) and to her, destroying the yoma was merely a job she performed. Clare saw that she was in emotional pain and, in empathy, followed her for days without foot or rest until Teresa accepted her as a companion. She quickly became Clare's most important person - until the day she killed some humans to save Clare's life, breaking the number one rule of the Claymores and dooming her to execution by her own people.
Though Teresa resisted, one of the Claymores sent to bring her down, Priscilla, awakened, losing control of her power and becoming monstrous. When she killed Teresa, Clare knew she could only spend the rest of her life destroying Priscilla. She went to the Organization and demanded thy put Teresa's blood in her to make her a Claymore - but only one-quarter yoma. From that day forth, she trained with intention of bringing down Priscilla.
Along the way, however, her fight against the yoma gained her her own young follower, Raki. She also accidentally "partially awakened". These two things brought her to the attention of the Organization, who classified her as a trouble-maker and started sending her on missions that should have been too much for her to handle. Frequently, Clare was almost killed. However, through her newfound ability to partially awaken, the strength of the friendship she gained with Claymores, and her constantly growing power as she gained new techniques and special advantages, Clare prevailed.
Eventually the Organization sent Clare and several other "trouble-makers" to the war in the North, to serve as the front lines of a battle that it seemed inevitable they would lose. But while they appeared to fall as expected, Clare and six other survivors of the Northern campaign suppressed the energy that made them trackable by other Claymores, and hid, and trained, and gathered information. They learned dark and terrible secrets about the Organization, yoma, and Claymores, and they grew strong.
Seven years passed, and Clare returned from the North as she searched for Raki and any traces of Priscilla, even though discovery would mean being hunted by the Organization. But instead she continually finds enemies, leading to a succession of fights against increasingly powerful enemies, including the leaders of the Awakened Ones. Clare accidentally awakens an incredibly powerful Claymore, Rafaela merged with Luciliea, though in doing so she gains Rafaela's memories (including the knowledge of Raki's location.)
The merged Awakened being begins laying waste to the countryside, overpowering all who try and face it. Even as it devastates the country, Clare finally comes face to face with Priscilla. She decides to give up her humanity in order to fulfil her lifelong goal of killing the being who took Teresa from her, but finds that she has a self-induced mental block of guilt that stops her from being able to awaken fully, and she is no match for the newly aggressive Priscilla.

Determination is a key part of Clare's personality. From a young age, she started a quest for revenge that she carries out over years and years, unflinchingly, and her resolution has structured so many events in her life, that it's probably her most dominant personality trait. Her willfulness is what calls her to the attention of the Academy in the first place and makes her a troublemaker. That isn't to say she is unreliable; she always does her best to keep her promises, and a sense of sisterhood among the Claymores means she would stand her ground for any one of them.
Clare lives in the moment, and she is headstrong enough to push on through whatever circumstances throw at her, whether that's finishing an impossible-to-win battle against a far stronger opponent, following a team that don't believe she should be able to fight with them, or refusing to take shit from those around her. She followed Teresa tenaciously at a very young age through lots of physical hardship, and when Teresa is dead she is also determined to keep going (though she seems to think that she wasn't "strong enough" to just forget Teresa and return to a normal life.)
In some ways, Clare's outlook on life seems to have been shaped heavily by her Claymore training, and she's depicted with an almost bushido-like warrior's spirit. Her sense of honour isn't really a bureaucratic one; certainly she has no qualms about underhanded attacks, or lying for a greater cause. But she still seems to have a strong moral compass which she follows regardless of the circumstances, and she is very goal-oriented and clear-minded. For instance, Clare has no interest in the Claymores' rankings or strength or techniques and seems to see their comparisons as petty - none of that matters to her as long as the skills are put to the best use they can possibly be. She is honest, though never deliberately rude or vulgar, her speech is blunt and she is unashamed of her low ranking or her past, and unafraid to correct those who should intimidate her.
While her exterior can seem cold, especially in regards to fighting, Clare is still human. She frequently struggles with inner turmoil, and though she'll battle through shock or pain, she'll also express it with heart. Clare would perhaps like to be a heartless bitch, but it's not truly in her. When called for she has deep wells of compassion and empathy, especially when she sees a reflection of her own pain or her own hard life in external circumstances. This means she can connect deeply and understand people, even if she doesn't particularly care to. Mostly she seems to use this to urge people to the fight, to stretch them beyond their own limitations.
Some of her fellow Claymores refer to her as being a "spoiled brat" and having a lot of "spite". Clare can seem to be a little bit of a princess, and certainly it's easy to read a condescending holier-than-thou attitude into her certainty, but she is not sadistic and she does not seem to take any pleasure in being deliberately cruel to those around her. But her youth, her talent, and her preference for fighting alone, result in an attitude that can occasionally be infuriating.
Though she doesn't express it particularly, Clare finds great joy in being alive, and has an appreciation for the small eases (good food, warmth, not dying.)
