Well as Amanda pointed out to me too many people are simply resisting the urge to act on their desires. As you well know, curses are more difficult to resist. Even when you are aware, you need the aid of someone who is not cursed to come around to your senses fully. Nobody seems out of their senses.
So, if it is not a curse, yet people are feeling strong desires then, perhaps, one of the Citizens is responsible. Perhaps Desire. I've spoken with it, this is certainly within its ability.
You may have a point there. However, how would you know that it's not merely a milder version of a curse? There are instances where even other unaffected people would fail to bring the cursed ones to their senses.
In any case, of course, it may all just be Desire's doing, since it seems to fit its name.
