I am sure that just staying in the Houston-based internship would be sinful (for anyone who knows what he must do and does not do it, for him it is sin)

I'm not following your logic, here. Why is it sinful not to go to Kenya? Because it is less expensive?

Look at the parenthesis. That answers your confusion.

He's saying that he knows what he must do and that if he chooses to go against doing what he knows he should do, he'd be sinful. He's referring to James 4:17, which states, "Anyone, then, who knows the good he ought to do and doesn't do it, sins."

It's not so much a logical thing as it is a mystical/experiential kind of thing. I look at the one choice (staying in Houston) and it feels wrong, I look at the other choice (Houston, Africa) and it feels right.
