"Nei" means "the human who is not a human" in Motavian; she was born as a product of genetic engineering run amok.
On the planet Mota, in an effort to create a bio-interface with Mother Brain -- the massive computer that regulated all weather and environmental activity on the planet as well as the rest of the Algol star system -- the first "Numan" was created. The result was a man-made girl created from a fusion of human and biomonster cells called Nei. But Nei quickly grew to hate the humans that created her just to be used as a tool, especially when the scientists considered her a failed experiment and tried to kill her. In a violent act of rage, she destroyed the lab she was created in. When the smoke cleared, a husband and wife team of biologists, opposed to genetic experimentation in the first place, found Nei unconscious and took pity on the young girl, secreting her away from the lab. The couple raised her for the next four months, noticing that she was different from how she had been at the lab; she was much more friendly and happy around her new parents. Of course, this was not the only oddity, as Nei developed with abnormal speed (in a month, she grew as much as a normal human would in a year).
Though the couple would never know, this "Nei" was not really the Nei that had been born in the lab. During the fit of rage that destroyed the lab, the original Nei split into two parts: the original Nei, who would come to call herself Neifirst, and the Nei that the couple took in, who was the part of Neifirst that hated to harm others. It is unclear how they were able to split from one another, though game dialogue eludes to the fact that Nei was frightened of Neifirst's bitter hatred toward humanity, and her resulting rampage enabled the part of Nei that sympathized with the humans to force herself away from her original half.
When she was four months old, her adoptive parents were fatally injured by a rioting mob; ignorant human beings that were afraid of the half monster they raised, and only Nei escaped with her life. After, she was left to wander alone; though after a time, she was rescued by the hero of the game (who will henceforth be referred to by his Japanese default name of Eusis (though on the off chance anyone ever apps him, his default English name is Rolf)) as she was about to be killed by Darum, a biomonster hunter who's daughter had been kidnapped by thugs and would later have a small influence on the party's journey.
Eusis took in the then ten month old Nei and raised her as his little sister, gradually bringing back the warm and loving little girl that she had been around her adoptive parents. Despite this, though, she is still rather fearful of human beings (though she admits she loves humanity despite the many evils she had seen) and becomes rather reserved when she's out in public, but she plays the baby to big brother Eusis and the comrades that join them on their eventual journey. Her feelings about the biomonsters she has to slay while traveling are conflicted, mostly because she's half of their blood; but if they harm her or her big brother, she will attack them without mercy.
When the game starts, Eusis is about to head off on a mission from the Viceroy of Mota to investigate possible malfunctioning of Mother Brain. Nei, worried for her big brother, refuses to let him leave without taking her with him. Of course, he has no choice but to agree. Their journey takes them through several towns, picking up party members along the way, until they finally reach the Biosystems Lab, where commands from Mother Brain are translated into bio-data for keeping organisms on the planet alive. It was also the place where Nei was born. What the group finds there, however, is nothing short of disturbing. Powerful biomonsters were being manufactured in the lab, some even breaking free and tormenting travelers.
After retrieving the Biosystems Lab's recorder and bringing it back to the Mota Viceroy, the group is sent out again, this time to seek out a way to Climatrol, where all the weather for the planet was controlled. The journey let the group to Zema to learn of the jet scooter that they would be able to use to travel over water, leading them to Kueri town. From there, they would learn that Climatrol was deep underwater, and the only way they would be able to get there was by obtaining the Maruera Leaf.
When the group obtained said leaf, they return to a scientist in Kueri, who would be able to manufacture it into a substance that would allow them to breathe underwater so they could reach Climatrol. As they rest the night before they are to set out, Nei is filled with dread, knowing what awaits them there in the depths of Climatrol...
[Personality]
At first, Nei is very shy and reserved; though she loves humanity, she's very frightened of human beings as well, as so many humans have been so cruel to her in the past (though amongst people who are not quite human themselves, she would probably warm up to them faster). Once she gets to know you, however, she's very bright and upbeat, happily filling the role of the little sister in a group of friends.
[Specialties/Abilities]
Nei is very lithe and agile; the game text describes her as disliking carrying heavy loads, which makes no sense as she has just as much equipment slots as the other characters, and can actually be stronger than most of the other characters. Sigh.
Anyway, Nei is very fast, able to move in, strike, and get away quickly; she typically fights with a claw on both hands (mistranslated as "bars" in the English version). She also develops quickly; though she's only lived for less than two years, she already looks like she could be at least sixteen years old.
Nei also has command of a small selection of techniques. There's only four, so I'll list them here:
Res - Restores a small amount of health.
Anti - Heals poison.
Sak - Sacrifices the caster to restore health to an ally.
NaSak - Sacrifices the caster to restore health to all allies.
Please don't make her use the last two. :P
Lastly, Nei also retains a small mental link with Neifirst, as they were once one person. It's not very strong (like, they cannot communicate with each other), but it does enable Nei to sense where Neifirst is.
[Affection]
Sorry boys, but Nei probably wouldn't take being hit on very well; maybe if you're not totally human yourself, you might have a chance, but otherwise, don't push your luck. It will take a long time for her to make friends with people, and even longer if you're human. Once you do make friends with her though, you have a friend for life, so she is worth the effort.
[Fighting]
First and foremost, Nei would not pick a fight with anyone. She's not that kind of girl. If provoked, however, she will counter attack, and you will regret it later. She is very quick on her feet, and could probably get in quite a few hits with her claws before your brain even registers the pain (this is assuming you're a normal human and not, oh say, VAMP).
She's not immortal; she can die. In fact... Ah, nah. I rather you guys play the game and find out for yourselves.
[Other Facts]
Nei's name means "the human that is not a human".
Nei and Neifirst were the first ever Numan ever created in the Phantasy Star series, though they were considered a failed experiment (while Nei is fine, it was her original half that went haywire).
Amusingly, all guide book descriptions have her with red hair and violet eyes, though all character are have her with lavender eyes and purple hair. No I don't know why. Sega's messed up.
