He made Ron a prefect because he didn't want Harry to have to be burdened with anything extra during the school year. So he would have made Harry a prefect had Voldemort not returned, IMO, but because of everything that happened the year before...
To Harry though, it looks like Dumbledore just doesn't trust him.
It wasn't going to be Neville. Not his time to shine yet. Seamus and Dean are the other options, but I guess she decided Ron was the best (possibly mainly for more Harry angst/working out his feelings/giving Ron a moment to shine brighter than Harry).
I don't get why people get mad at Harry for the internal struggle he has in his head, here.
He eventually recognizes that he's being arrogant, gets over it, and never lets Ron know what horrible thoughts he was feeling and remains supportive. That's a lot more than Ron did the previous year.
IA. It didn't last very long and tbh, it felt pretty realistic. Everyone's felt that way at one point. You're happy for your friend, but why wasn't it you? Harry works his way through all that and doesn't let it get to him.
- What is the lay-out to the Ministry of Magic? Apparently it's all underground, you start at the Atrium and that's floor 8, but that seems to be deeper that the other floors? So the phonebox takes you down to the bottom and you work your way up to whatever floor you need. Is that it? But then the Department of Mysteries is on floor 9, below the Atrium. This just really confused me

to address your last point, i don't think you necessarily have to be a prefect to be head boy? hermione does say in HBP when harry gets his captain badge that he has all the power of a prefect now, so i'd guess that quidditch captains and prefects are eligible for being head boy/girl. i don't think jkr ever really specifies though.
I had forgotten that line from HBP. I suppose James must have been QC then, and considering everything else that was going on he was probably the poster boy for the anti-Voldemort movement, so he would have made a great HB. That, and Lupin's condition would have made it hard for him to take the position. There are loads of Marauder fics where it has something to do with the prank, though I always thought that was a bit odd since that wasn't Remus' fault. The QC thing makes more sense.
A map of how the Ministry is laid out would be AMAZING.
I really do wish JKR would write a dictionary, encyclopedia, SOMETHING to give us more background on exactly how certain aspects of the wizarding world play out. (Yes I know there is Pottermore, but I want a BOOK dangit. Oh merlin, I sound like Hermione. LOL)
