Cissnei: ffffffff. At the time of Crisis Core/BC coverage of it, Cissnei is highly regarded as a Turk. She's considered special, and has amazing talents for someone her age. And while Reno had a higher mission success rate than her (or anyone in Turks besides Rude) - she would be given the more secret/important jobs and special privileges. One time she was sent to fight robots, monsters and investigate a break in - meanwhile he was sent to a giant file room to go through each file and figure what's missing. And it didn't help that when she came up in conversations, it'd be nothing but praise about her. Reno at best was jealous, almost like an older sibling would be of the baby sister everyone finds cute. Hopefully in the eight years since then, he's gotten over it.
Elena: Rookie. :D Elena became the replacement for Reno after he was hospitalized from the Sector 7 incident. He sees it as his job to train her into being a good replacement for him. A hard ordeal for any rookie, and it doesn't help that her and Reno's personalities clash constantly. While she isn't his favorite person in the world, she's a Turk - and that's all that matters to him.
Legend: He claims to be the Legend of the Turks. He's said to be Reno's senior (But Tseng was his idiot apprentice) and during the events of BC - he was under house arrest in Costa De Sol for reasons not yet revealed yet. From what little has been revealed - no one but Veld likes him.
"Rod": Idiot. They first met when Rod attempted to steal a motorbike from Shinra. Reno was sent after him and quickly taught him why that was a horrible idea. Afterwards Veld was impressed by Rod's performance against Reno and recruited him. Over the following years Reno acted sort of like a mentor to the younger Turk, while always having Rod dreaming of beating him - even taking up Reno's weapon as his main weapon. However, about two months before the events of FFVII, Rod is reported killed in action while fighting the summon Zirconaide. BUT THAT WAS POSSIBLY A TANGLE WEB OF LIES KAY?
Rude: HETEROSEXUAL LIFE PARTNER!!! His partner and best friend back home that he forgot. Rude is easily the most important figure in his life. It's been revealed that the reason Reno stayed in Turks was because of Rude and his other friendships in Turks (but mostly Rude). He is the one best as controlling Reno's erratic and impulsive actions, giving him much needed sanity. In return Reno would try to return the favor by helping Rude in tough situations and stalking him on dates >>.
In Paradisa, he was here for awhile, and Reno got to know him a little. Then he left again. And that sucked :(
Tseng: The leader of the Turks. He's probably the person in Paradisa whose opinion matters the most to Reno. Being his second in command for several years has made him comfortable enough to express his opinion on things related to work, however he will often bite his tongue about more personal issues. All in all, Reno's trust in Tseng is absolute, and will do whatever the man asks of him (even if he pretends to whine). He also left Paradisa :(
Veld: The former leader of the Turks who is important enough to Reno to get a note even if he's not in Paradisa. Much like Tseng, he followed Veld without question. He was a very important figure in Reno's life as a Turk, making them as good as they are now. When Veld left ShinRa to go after his daughter, Reno was willing to sacrifice his own life for Veld's well-being. In summary? Don't insult Veld in front of Reno. Ever.

AVALANCHE
Aeris Gainsborough: The Ancient that the Turks were ordered to bring to ShinRa. They spent years trying to do so, simply because Tseng believed that it should be Aeris's choice to go - and not be forced.
In Paradisa, after Reno made it clear he didn't have plans to kidnap her, they seem to get along pretty well. She was nice to him until she left and died.

Cid Highwind: That pilot guy that is with Cloud's group. They have no CR or connection beyond that.
Cloud Strife: Blond guy with brooding issues~! Honestly, it's impossible to tell what Reno's true opinion is on the guy, quoted to say they have a "Weird relationship". Reno will act fond of Cloud, and then turn around and try to beat him or refuse to follow his orders or just tease him a lot. But he apparently holds no hostility about all the times Cloud beat him up in VII, and seems to want to help. There is also the fact he knows fully well that Cloud is more powerful than him, so he can swallow his pride and ask for his help...WHEN ABSOLUTELY NECESSARY. It's complicated - Reno probably thinks about Cloud a lot more than Cloud thinks about him. Loser. >:|
Red XIII/Nanaki: Reno is one of the Turks responsible for taking Red XIII to Shinra. However before doing so he let Red XIII perform in a ceremony that happens only every 50 years. He also seems to be one of the few characters in canon that's aware there's more than just Red of his species.
Tifa Lockhart: They used to be on opposite sides, and Reno destroyed her bar. However two years later in AC, they seem to get along well. They never explain how or why this change came about. THANKS SQUARE.

Shears/Sears: They have a complex relationship full of beating the shit out of each other. During an AVALANCHE attack, he challenged Reno to a fight - in which Reno lost. A couple weeks later, Rude and Reno managed to defeat him back. Eventually Shears and Reno ended up on the same side in an effort to save the world, Veld and Elfe. Shears seems to have a high opinion of Reno's ability - even five years after his battles with Reno, Shears compares other members of the Turks to him and his speed. Reno may be disappointed that Shears didn't survive through the battle with Zirconiade. SO MUCH FOR ANOTHER REMATCH.

It's revealed in BC that Reno actually knows him, and met him off screen at some point of time (greeting him with a "Hello again" in one translation). He and another Turk go to him for information on Veld. How extensive their CR goes is unknown, though it seems like Reno goes under the pretense of being a salesman when he goes to Cosmos Canyon....
Don Corneo:
Shelke Rui: (PARADISA ONLY) A member of the Deepground. One of Reno's assignments is to keep an eye on her, keep contact with her and to judge if she is an ally or an enemy. He did this fairly well without any true bias about her at first. But once people lost their powers in the castle, he learned that Shelke had the body of a child due to the young age she was taken for experiments. He ended up looking after her for the week and his ability to remain unbiased crumbled. He's grown attached to her and inadvertently looks after her even though she is far more powerful than him. All the while he hoping Reeve is right about her and his own emotions hasn't gotten in the way of his mission.
