Did the NYPD impound a *parked* car, or did they stop it for a moving violation?

I believe it was parked at the time.
Steve seems a little, I don't know, off. Tomorrow should
be interesting, if not possibly off-putting.

I don't intend to ride in a car which he's driving again.

If they find a non-moving violation to ticket you for, and you have no insurance, they will tow the car and sieze the plates.

I unfortunately found this out the hard way after I had
inadvertantly let my insurance lapse.
