Idea: Since I've always seem Smoker as the kind of guy to put more faith in his personal Justice than something defined by whatever governments happens to be in power...
Smoker finally washes his hands of the inter-governmental obstruction of Justice and corruption BS, quits the marines to hunt pirates on his own damn time under his own damn rules. Of course, after months of being teased by that Gods-damned Portgas, this decision also has the bonus of Smoker now being able to tell the little cocktease to "Put out or get off my fucking ship."
