It was one thing when the women fled. Not that women were weak, just that their brains worked differently; they ran because they were worried about everybody. No apologies needed so long as they came back.
Usopp had left the crew as a man. If Zoro or Sanji ever broke with Luffy that hard, they'd either have to admit they were wrong or keep walking, Zoro knew. It wouldn't just be forgotten. Usopp couldn't lie or pretend it was a joke. Either he'd rejoin as a man or he wouldn't rejoin at all.
