I used to live in Vancouver... I would recommend Linda Appert in a heartbeat. (She's the wife of Don Appert, who's the head of the Clark College Music Dept.) Lovely woman, lovely teacher, lovely voice. A class act. Granted, I haven't taken lessons from her in about 10 years (since I was 15!), but she really got me started with a solid technique, which got me where I am today, and I'd be surprised if she wasn't still teaching.
