The article seems legit but what a silly picture for a professional news publication to use. That and the fact they actually used the phrase "zombie dogs" in the title. Who knows.

Totally, but if this technique actually works on humans it means that people may be able to survive from major loss of blood. Like gunshot wounds, etc.
