As a verb it means death by strangulation or throttling. It was an execution device used in Spain that chocked the condemned person to death or broke his neck.

In later years it became an assassin's weapon. Basically most people think of it as a short piece of piano wire fastened to two handles. The wire is looped around an unsuspecting person's neck and a quick pull easily cuts off the air/blood flow. It's pretty nasty. A thin wire can also do a lot of cutting damage.
