It isn't right. Terror's as much a product of her upbringing as she is a victim of it. But there are ways of intervening that don't involve climbing onto her back, Xion.

You should have told Riku to put her away where she couldn't hurt anyone. You could have used your own pokemon to help calm her, or to block Riku's. You didn't have to put yourself in danger, Xion.
