Done in Photoshop CS 3.
Colour layers + Selective Colouring
I don't know if it's translatable.. >_<

My very first tutorial so take it easy for me. =D

1. Crop, auto levels/contrast/colours, etc. and sharpen if you have to.

2. Duplicate your image and set that layer to screen at 35% opacity in my case. Depends on how dark or light you want yours to be.

Colour layers [New Adjustment Layer > Solid Colour]

3. Make a new solid fill layer #021721 and set it to difference 100%.

4. New solid fill #d3e8f0, set it to colour burn 100%.

5. New solid fill #dbd4c8, colour burn 100%.

6. New solid fill #b48ea2, soft light 100%.

7. Create a Colour Balance layer (preserve luminosity) -
Midtones: +7, +10, -20
Highlights: -18, 0, +3
Shadows: 15, 0, 10

Selective Colouring [New Adjustment Layer > Selective Colour]
8. #1 Selective Colour -
Reds: -10, +5, +6, +10
Yellows: +100, +10, +4, -19
Whites: 0, 0, 0, -56
Neutrals: -10, 0, -4, +3

9. Make a Hue and Saturation Layer.
Master - Saturation: +5
Reds - Saturation: +20
Yellows - Saturation: -10

10. #2 Selective Colour -
Yellows: +100, 0, 0, -20
Cyans: +100, 0, 0, 0

DONE! =D
