Done in Photoshop CS 3.
Not translatable (Selective Coloring + Color Layers).
Great with images with little red and more blue, cyan, and green.

1. Open your image, sharpen, crop, do what you usually do.
2. Create a Color Layer #042b3d and set it to Exclusion 100%.
3. Color Layer #dff5ff and set it to Color Burn 100%.
4. Color Layer #e6bbcc, set to Softlight, 60%.
5. Color Layer #e1d3bc, set to Color Burn 100%.
6. Make a Hue and Saturation Layer: Saturation: +15.
7. Make a Selective Coloring Layer with these settings:
Reds: +100, -6, 0, +3
Greens: -100, 0, +100, 0
Cyans: +100, -9, 0, 0
Magenta: -100, +100, 0, 0
Whites: 0, 0, 0, -100
Neutrals: +3, -6, -7, +3
8. Put this texture
 by ??? (forgot who, please tell me if you know) and set it to Color Burn 58%.
9. Go back to your original image and duplicate it, and set the copy layer to Overlay. The opacity depends on your preferred look. I set mine to 51%.

Enjoy! I'd like to see your results. I'd like to know who made that texture, I know the person is in my resource page, but I don't know who specifically. .___. Comments are greatly appreciated. Don't steal this. -_-;
