Not including the monitor or OS, and discounting the fact that I still don't have a working CD/DVD drive, I paid about $350 for my computer kit, and it is really a very nice setup. It plays WoW just fine and while I could definitely stand to upgrade it, there's a lot of upgrade room between $350 and "just under a thousand." You already have a monitor, you could get a retail copy of whatever OS you like for a couple hundred, and with a little research I'm sure you could build yourself a machine that will do exactly what you want it to.
If you go the building route, I'm happy to help as much as I can (we could Skype this shit or something XD). Beyond that, I told you how I feel about Best Buy, har har. No customization is FTL.
The parts are pretty cheap by themselves--check newegg.com (my favorite) for an idea. Shipping shouldn't kill you since you live in the lower 48. Or check locally--I'm sure there's local places that sell parts.
