It seems that a country with a decent bureaucracy (and a king) can actually function without a government.

And with decent, I mean functional. Not good, not efficient, just functional.

The proof? Belgium:

It's actually pretty efficient and better than the incredible number of times when we had a government with ministers from different parties who just kept bickering at each other, instead of, y'know, governing.
I'm afraid you're misunderstanding quite a lot here, but I'm too tired (or jaded, or whatever) to try and explain.
