No, Harry doesn't understand Arabic. He's fluent in several languages, but not Arabic. Truth be told, he's grateful. Because the way they're speaking, the tone and body language, screams that he doesn't want to know what they're saying.

When Bruce answers, Harry goes to his bag and takes out a t-shirt and a pair of pants. They don't fit well at all, but he doesn't care. It's been an exhausting few days, and he's just grateful to be clean and in clothes that he doesn't want to burn. He's also grateful to be alive, and that Talia and Bruce are alive as well.

He rakes his fingers through his hair and gives up. It's going to curl, and he's past caring. Just like he's past caring that Bruce's clothes fit like he's a little kid playing dress up in Daddy's clothing.
