if someoen nominates .. is this person also allowed to nominate icons he/she made herself?

That's covered in the user info by rule 3. You may nominate up to three of your own icons, but you must nominate at least one icon made by someone else for each of your own icons.

In other words, you can't nominate more of your own icons than other people's, and you can't nominate more than three of your own icons each week. :)
