they usually want you to post a comment on their icon post. it's not a humongo deal if you dont i guess but it's just nice when you're an icon maker and you get lots of comments. and usually they tell you to credit them. all you do is put their username in the "comments" place in the userpic area. it's easy. and not doing that if they tell you to is "illegal" i suppose.
