Right... this whole thing about Kio has been nagging me a lot, since the whole thing came out to be a general mess of WTF-ness and I really felt like I needed to write something about Oscar's POV. Because... sheesh... much love to Kio-mun and all, but her mangaka is on a special type of crack.
First of all... Oscar in camp. I've just sort of noticed that during his time in camp, he goes through phases in which he does get attached to certain people for a period of time. Let's call these people security blankets. Example of said persons include Cher, Lunamaria, and Boyan. I can easily state that Oscar hates being in camp, and tolerates it only because of the company. More than anything, if given the chance, he'd most likely high-tail it out of here. Since he can't... he seeks comfort in his security blankets in the sense that it's easier to forget about camp and all its atrocities when Oscar is around those certain types of people. (They boost his ego and are less likely to think he's an idiot. So, yeay!)
Umeda-sensei is, in a sense a security blanket too, in a different sense, since he's from back home. And no duh, Kio is considered to be one as well. His security blanket people IS a big part of how he deals with camp, so Oscar tends to make sure they don't stray too far off.
When Oscar heard about the news about that.. there are several thoughts that came into mind... 1) being lied to, and 2) Well, shit.. what the hell am I doing with a married man?
Both have rather negative impacts, and the whole topic of Soubi also came to mind. Number 1 is more of a personal reason, and it did hurt because of past problems. Number 2 was more of a social context, since it's pretty damn taboo to have an affair, and finding out you're the one who's causing that taboo... well. It's not a pretty thought.
Combining security blanket syndrome + bad news = hesitation on Oscar's part. yes, he's mad, yes he's feeling really frustrated and confused and used, but at the same time... he's also sort of using Kio in a different way.
Which brings me to point three:
Kio is Oscar's first male relationship. yes, joke all you want about Oscar pretty damn flaming gay before that, but shush. And like many 'first' relationships, it does have a special meaning to him, even if he states outright he doesn't and won't(See: Soubi). But it would really suck if you he broke up with his first boyfriend because "I found out he had a wife and kids" versus something a little bit more.. common and possibly sane explanation.
So Oscar does tend to take a number of things in stride and being a lot more tolerate on a number of things than he would normally be (I think. Oh canon, why is there so little info on Oscar?)
There are a number of points in which Oscar may have been convinced (or convinced himself) to take Kio back. I've classified it into internal influences and external influences. Most internal influences have already been sort of talked about, save one.. which I shall elaborate on later. But for now, pointing out the main external issues in the decision; which are Akiha and Rikuou, actually.
Both were able to try and make him see Kio's POV, and since I'm too lazy to write up in detail... I'll add the links to the threads here:

Akiha's thread The main 'internal influence' that may have had an impact on the decision is that Oscar's been realizing was that camp is not equal to the real world for quite some time now. At some point while being in camp for almost 6 months now, he's mentally discerned that it's likely that what happens in camp wouldn't really affect what happens in the real world. He has mentioned this in passing to Umeda, who at one time he remarked that "it's likely that camp would just take us back to just shortly after we left." So in that sense... he there is the possibility that what he's doing isn't AS bad as how it would be perceived otherwise. And besides, one way or another, they're both stuck in camp and nothing to do about it; no link to the outside world. So he's accepted that as a fact and that's why he's moved on to being somewhat okay about the situation. YES, he's still annoyed that it wasn't brought up earlier, but... more tolerant about Kio's situation.
If we were to gauge this relationship on a strikes basis.. Kio's already got two strikes against him at this time. Three strikes you're out? So.. we'll see.
To sum it up: Does Oscar like Kio? Yeah. Does he love him? It's highly possible he does, but he's never going to admit it, ever. Because by doing so, he realizes that would put him in a disadvantage, and he really doesn't want to think about that.
Also, I ENJOY rping with Kio-mun and I'd really hate to lose that. *pout* In the game... they also have a number of mutual characters that they are constantly in touch with, and had there been a full-on break-up, I'd hate to think that side-taking would commence, and it would impact the people that both I and Kio-mun would talk to. Which would suck. Plus Oscar would really probably try and get someone to kill Kio off at some point if he got mad enough. Really. I mean, EXCEL.
