If you use wire frame work it will be hard to find a joint piece that will lock securely with harness if they are as heavy/big as you describe. When I have made wings with wires I make a "U" shape in the back that presses against the back for support: http://windofthestars.com/blog/wp-content/gallery/tinkerbell/tinkback.jpg. I suppose if you do it this way you can make a flap in the jacket that will Velcro over the wire backpack part. Or you can make some openable loops in the back and secure the wing backpack in there?
