Okay so I am home and I just watched it. I assume the quote he says at the start in German that they keep repeating is something funny re: his English fail, btu I have no idea what he's saying -- what is it?

Dude I don't even know. Speaking only one language -- and speaking French probably worse than he speaks English -- makes me feel like I shouldn't laugh, but like... lololol I don't give speeches in French.

What he says is that "English is the language of the job market of the future" and then he goes on and talks about how everybody has to speak English nowadays.

Go on and laugh. You also didn't apply for the European Commission and tell the Financial Times that your French conversation skills are exceptional and that all you lack are a few technical terms.
