Well, I finally got the paperwork for the trailer. And yesterday, had it added to the NCIC database as a stolen vehicle.
The deputy gave me the towing sheet from the CHP 180 as a receipt until I got my "real" copy in the mail. And here it is.
I hope whoever has it is smart enough to turn it in... And not so stupid as to have fucked it up or otherwise damaged it.
